On September 3, the Albany County Legislature announced the QUIT Act which would enable the legislature and the Albany County Department of Health to curb underage access to tobacco products by:

  • Enacting local tobacco retailer licensing which would ban the sale of vapes near schools and cap the number of tobacco retailers in the county
  • Prohibiting the sale of vaping products disguised as school supplies
  • Providing $150,000 for tobacco and substance use prevention education in schools

The proposed legislation would also give the county greater ability to enforce existing law.  A survey of tobacco retail stores near schools in the City of Albany revealed that 37% were selling flavored e-cigarettes containing nicotine and 66% were displaying exterior ads.  NYS law prohibits both the sale of flavored e-cigarettes containing nicotine and exterior tobacco ads within 1500’ of schools.
